Contract Manager (Welfare to Work)

Armstrong Works are looking for a strong Contract Manager to be based in Northern Ireland covering delivery sites in Bangor and Newtownards just outside of Belfast. The Contract Manager will have overarching responsibility for the delivery of Welfare to Work contracts, namely Steps to Success.

This is a full time position working 37.5 hours per week with a salary of £35,000 per annum plus an attractive management bonus scheme. There is also a £2,000 one off relocation payment for any successful candidates currently based outside of Ireland.

Job Summary

The Contract Manager will be accountable for the effective delivery and performance management of welfare to work provision, primarily Steps to Success working alongside the Operations Manager and Senior Management Team. The Steps to Success programme delivers a range of employability support for jobseekers referred to us with the primary aim of moving jobseekers into sustained employment.

The Contract Manager will be responsible for ensuring achievement of all contractual objectives specifically in relation to the management of contract performance on job starts, job outcomes and sustainment measures. The Contract Manager will also ensure that contracts are delivered to the satisfaction of the Department for Employability and Learning (DEL) and Prime Contractors (Ingues) following strict quality and compliance guidelines.

The Contract Manager is accountable for all elements of effective people and performance management ensuring that contracts are adequately staffed and ensuring a high level of quality and performance from staff deployed across contracts offering guidance and development.

The Contract Manager is also responsible for budgetary control ensuring value for money in all areas of expenditure. Responsible for delivering the profitability of contracts though careful and accurate budgeting, forecasting, planning and delivery of targets.

  • Leadership skills with a focus on ensuring individual performance is supported and maximised
  • Communication, presentation, relationship building and networking skills
  • Ability to motivate and inspire teams with confidence
  • Target orientated
  • Experience with all areas of people management including recruitment, performance management, absence, training and development
  • Knowledge and expereince of operational requirements for Welfare to Work contracts
  • Adept in use of MS Office and MI reporting tools/databases
  • Experience of budgetary control of high value Welfare to Work contracts
