Band 5 Developer – Belfast

Kennedy Recruitment is working in connection with its public sector client to recruit a Band 5 Developer based in Belfast. This is a temporary role expected to last until March 2016.

 

The postholder will provide ICT services which are specific to HSC organisation business needs. This involves responsibility for line of business (LOB) systems, both in-house and third party sourced systems, many of which are mission critical. Services include the provision of applications and the development, maintenance and support of systems.

 

Service Delivery

 

*  Assisting on the analysis of user requirements and the design, implementation, development, documentation and support of complex ICT solutions;

*  Use of and compliance with all IT project management processes as defined by ITS;

*  Participating in and undertaking appropriate tasks within ICT Programmes of work, reporting on progress as required;

*  Assisting in the approval, selection and procurement of hardware, software and services,  achieving best value for money and compliance with relevant standards.

 

Quality

 

*  Participating fully in BSO quality initiatives particularly those involving ITS specifically the application of ISO9001:2008 and any future accreditation to ISO 20000;

*  Use and compliance with the ITS service management processes for management and functional escalation of problems and incidents;

*  Recording, analysing and resolving incidents and problems related to ICT Solutions;

*  Monitoring and maintaining performance of ICT services ensuring adequate capacity and availability of services taking both proactive and reactive action when required;

*  Following BSO ITS change, release and configuration management processes;

*  Ensuring ICT Services operational documentation for which they are responsible for is kept up to date;

*  Assisting in ICT Security audits and Investigation of ICT Security breaches and incidents

*  Assisting in the development, implementation and testing of robust backup and business continuity procedures for ICT services.

 

Collaborative Working

 

*  Represent the BSO in local or regional forums and other collaborative projects and structures.

*  Liaising and meeting with suppliers as required, ensuring good relationships are maintained at all times

 

Development & Innovation

 

*  Research and monitor ICT developments and where appropriate make recommendations for the introduction of new technologies or systems to support and enhance service delivery

*  Engage in personal and professional development to ensure an expert level of knowledge of ICT technologies and methodologies remains up-to-date and  appropriate to the needs of the service business area.

*  Development of knowledge of the relevant business areas associated with the ICT service or Project.

*  Maximise the use of ICT Services ensuring best value for money and most efficient use of resources.

 

Communication and Information Management

 

*  Present ICT Systems and Services related information to technical and non technical audiences.

*  Assist the ICT Business Manager in the formulation of policy, procedures, standards and guidance for both technical operations staff and users of the ICT Solutions.

It is essential that candidates meet the following criteria -

 

*  A university degree in a computer science related discipline or equivalent recognised ICT professional qualification  AND 1 years recent experience in Oracle database administration

OR

*  An HND in a computer science related discipline or equivalent recognised ICT qualification AND 2 years recent experience in Oracle database administration

OR

*  4 years recent experience in Oracle database administration 

 

*  Ability to work as an effective member of a team;

 

*  Proven ability to communicate effectively, both orally and in writing (as appropriate to meet the needs of the post in full), and to establish good professional relationships;

 

*  Proven ability to use own initiative and to work with minimum supervision;

 

*  Ability to undertake detailed investigations, analyse complex data, present results in an appropriate manner and make sound recommendations.

 

Desirable Criteria: -

 

*  Experience in providing ICT services to customers.

 

*  ITIL foundation certificate.

 

*  Knowledge of the structure and key business of the Health Service.
